Crown land is getting scarcer and scarcer in Hong Kong, and the whole outlook is so uncertain at present, that I feel there would be little advantage in going into this matter in detail at the present time.
In the case of the disposal of land for comprehensive workers' housing schemes, this is clearly a thing which we should do everything to encourage, and a reply, as in draft herewith, on the lines I discussed with Sir K. Roberts-Wray will meet that aspect of the matter.

I see from Philip Jacks Digest, under the item 'Religion', that for many years applications of this kind have been dealt with on their merits, and the sanction of the Secretary of State obtained in every case. My impression is that a large number of the grants which are referred to us are grants for religious or philanthropic purposes, and no doubt, if we took a good deal of trouble, we should find that there was a good reason for the practice to which Jack's Digest refers.
At any rate, the matter is not one, I think, which we need pursue at the moment for the general reasons stated above, and I suspect that it is only cases in which the terms of the grants have gone considerably outside the normal that reference to the Legal Advisers in case of possible snags has been deemed desirable.
Mr. Rushford agrees with the course I propose. Draft as amended may issue accordingly.
